La Paz is the highest capital city in the world. The city sits in a bowl surrounded by altiplano and the resulting elevation fluctuates from 3,000 meters above sea level to over 4,000. A thriving commercial downtown sits at the bottom of the bowl, but as you move away from the city center the city becomes more and more impoverished. The red brick construction of poorer residencies clings desperately to the sides and rim of the bowl.
